Presentation: Substance use rarely occurs in isolation, yet prevention systems often separate mental health and substance use concerns. This session reframes co-occurring competency as a prevention skill set and helps teams strengthen screening awareness, referral fluency, workforce readiness, and cross-system alignment.
As a result of this training, participants will be able to:
- Describe the prevalence and public health impact of co-occurring mental health and substance use conditions within prevention populations;
- Identify core components of co-occurring competency, including screening awareness, referral pathways, workforce training, and cross-system collaboration; and
- Develop actionable next steps for strengthening co-occurring capability within prevention programs and community coalitions.
Break Information: This training includes two-15 minutes breaks and a 45-minute lunch. Exact break and meal schedule is at the discretion of the presenter and may vary.

Samson Teklemariam, LPC, CPTM, is an executive clinical leader, talent development expert, and seasoned trainer whose career spans direct practice, national workforce initiatives, and leadership within large behavioral health systems. His experience includes correctional settings, private practice, community mental health, schools, substance use disorder treatment programs, and behavioral health facilities. He specializes in co-occurring conditions, clinical supervision, evidence-based practice implementation, culturally responsive care, and leadership development. As Vice President of Clinical Services for Behavioral Health Group, he advances integrated counseling within opioid treatment programs across 22 states; he also serves as NAADAC Southeast Regional Vice President and on the Advisory Council for the National Board for Certified Counselors Minority Fellowship Program.
